Just tell them straight out! It's not that hard,it is a good thing to tell,so why be afraid? What could be the problem? It will make them feel good,there is never a problem when you make someone feel good.

it depends what personality they have. if it is shy, you probably shouldn't say it bluntly in front of them because it might cause enbarrassment and awekwardness. if they are outgoing, think of a creative way such as singing them 'your beautiful'(i think james blunt sings it but i'm not sure). you could also try telling them online, over the phone, or making them listen to the song and say "i mean it". be creative, it shows that you REALLY mean it.
