What 80s movie had frankenstein, dracula, wolfman, and vampiress' in it. Also a little girl named phoebe.?

They were making silver bullets to kill the monsters with i think. I am not sure who was in it. And at the end they all got sucked up into the sky and the little girl phoebe was holding frankensteins hand before he flew away.
