Yes, it's okay to sign with an agent who lives somewhere away from you, ideally one of the locations where the publishing world operates.

However, it is not okay to sign with an agent who you have not checked out thoroughly as having made recent legitimate sales of books something like yours. Do your homework at AgentQuery, Preditors and Editors, and so on.

Of course. With the internet and fax machines and fed ex, it is simple. Most literary agents are in either NY or the West Coast anyway.
