I'm always barefoot so that'd be a definite yes. Wouldn't put shoes on for free tickets.
Who to see, hm, dunno, I don't go for rock or pop concerts much but I like Rapalje & Poeta Magica, which are Celtic/Medieval bands.

I do not think I would look out of place at a Jimmy Buffet concert barefoot....
I would also like to see Meat Loaf barefoot....
I know I am old school....
