What is it called when two people are co-writing a novel, but one is doing the writing and the other person is just figuring out the plot and such?

It can be called a couple of things. A co-author is one of them. An abridged or unabridged editor is another. James Patterson uses unabridged editors sometimes - notice sometimes the authors are "James Patterson and whoever". It could also be called a research assistant. It could even be a ghostwriter.

Whatever you call it, the important thing is that you work it out contractually up front. Nothing will break up a friendship quicker than arguing over legal issues after the fact.

I think it is simply called Co-Authoring. Thats how it works.
OR you may be hinting at ghost-writing but in that the Writer does not come into light at all. The other person is recognised as the Writer of the book.
