slim chance and fat chance are sarcastic phrases, so they are the same thing, it's saying you have no chance and i am not backing you on this. A wise man is a phrase that was used to call someone smart, all knowing, and wise. a wise guy is a jerk who likes to think of themself as a higher intelectual person, than others around him, and he will make sure everyone around him knows it, so he rubs it in. ( a jerk )
so it's like a sarcastic remark.

A wise guy can also be a wise man. A wise guy is a mafia guy, and some of them are wise. Your statement is not accurate.
