To restate your question.....
Do banks in the US have foreign currency that a US tourist can acquire before taking a trip to a foreign country.
For most banks I would say no. It is just not needed. For example in Ohio at major city downtown, there is one bank that has a limited number of foreign currencies.
Individuals can order foreign currency from a company and have it delivered to them.

The branches usually do not have any on hand, but they can get it within a few days. But really there's no need. You can exchange money in the airport at your destination city quickly and efficiently at a change booth, that's their business.
