Well, my friend is almost totally flat, and she wears a bra a couple sizes bigger and hopes they will fill in. But when she wears it like that, the bra is flattened and it looks like she's wearing a bra too big, What can I tell her without hurting her feelings and giving her some good advice. Any suggestions?

No, absolutely not. Ask her does she think that if she wore size 22 jeans she would grow in to them? Tell her not to worry and let nature take it's course. She will look far better in a proper sized bra, maybe padded or push up, than wearing one that is too big, that will just give her a wierd looking outline.

no not at all! they make sizes for a reason tell your friend its going to look bad my friend tried that and people found out she got a living hell of being made fun of!

"_____, i don't want to sound rude or anything but wearing a bra too big for you looks... weird. i would rather just you wear a bra that fits you then something that is too big because if something happens, it might be really embrassing and worse than if you are wearing something you fit."
i can't really explain it in words so i'll just give you some ideas:
if someone finds out she's wearing bra that doesn't fit her, she might get teased about her size, but if she was wearing a bra that fitted her, most likely people would care and be like "she has small boobs, whatever."
instead of them saying " haha she has small boobs but she's wearing bras too big for her. she probbly stuffs"
it would be better is she just wore a bra her size.
maybe you can make that in to an explanation for your friend?

well you should tell her that her bra does not fit her and makes her boobs look bad you should always never get a bra size bigger or two it will make you look bad and no your boobs will not fill in to that next size
