Highly unlikely that Soupy Sales' shows were sold in international syndication (though Shari Lewis' 1960s show for NBC was sold to 120 foreign markets--though on black and white kinescope [it was taped and broadcast in color but none of the original tapes survive; the kinescopes,or telerecordings,of all 160 episodes still exist]).

I could find no evidence that "Lunchtime With Soupy Sales" (the official title for much of the show's run) was ever offered to foreign broadcasters apart from CTV in Canada.
