ok.You know that one captain in pirates of the caribean 3 at worlds end?I think hes name is something like captain leage.But he was the one that held the shrunken ead of jack sparrows mum.The keeper of the code.I really didnt understand what he had to do with Jack and is he like his brother or something?What is his Story?

His name was Captain Teague, hes Jack Sparrow's father.
Not sure whats his story is, I heard somewhere that Teague worked for Beckett so did Jack. I know for sure that Beckett gave Jack a ship. Jack had to transport slaves but he let them go. Beckett had his ship sunken. Then Jack got help from Davey Jones to bring it back and Jack renamed his Ship the Black Pearl. I'm guessing after Beckett sunk Jack's ship and branded him as a pirate Jacks dad stop working for the EITC

The real story is that Johnny Depp claimed that he based the character of Captain Jack Sparrrow as a combination of Pepe le Pew and Keith Richards.
As acknowledgement to this, Keith Richards was asked to play Jack's father

He is Jack`s father. The character was played by Keith Richards. Johnny Depp remarked that he modeled the character of Captain Jack Sparrow on Richards and Keith was so impressed that he offered to do a cameo. As far as I could tell, Captain Teague was immortal and the keeper of the Pirate Code. Good role and interesting to see him strum a guitar during the scene.
