FF only blocks certain popups (a system hard to explain), but there's a way to get rid of popups and banner ads all together. That would be a handy little extension called AdBlock Plus. Just install it from the Mozilla Addons site, and restart Firefox:

If you are installing firefox to get better pop-up blocking or better security then you're wasting your time.

Google "firefox myths" to learn whether or not you are truly better protected.

As for pop-ups. Pop up blockers can only block some types of pop-ups. Many pop ups will still get through because of the way that they are coded. If you are having a pop-up "problem" then you may want to ensure that your security suite is from a reliable vendor and that it is properly installed, properly configured, and kept completely up to date. You can run a web based scan from a third party like http://housecall65.trendmicro.com to double check that your current security software is working properly.

Good Luck

Double check your settings. FF will block all pop ups if setup correctly.

Also Adblock will not help this, but it will allow you to keep ads from appearing on web pages. I find this to be more trouble than it's worth because you always have to tell Adblock to block each page.

For blocking ads, I recommend Flashblock. Blocks all Flash apps immediately, but you can still view them just by clicking on the Flash logo.
