I heard it is now 10 years, but it used to be 7 years before amnesty could be granted. Is that true?

If so, when was the change made from 7 to 10 years? (what year)

There was no such change. Sex registration is for life. In some (but not all) cases the registration requirement can be terminated if the registrant gets a certificate of rehabilitation or a pardon (those are the statutes Richard referenced), but nobody is entitled to either form of relief, and even a pardon will not end the registration requirement in some cases.
Penal Code section 290 is the applicable statute, and 290.5 is the statute on terminating the requirement.

Depends on the crime. Some sex offenders have to register for life, some for 7 years, some for 10.
