depends on the situation. when you have bare legs id say 4 inches above the knee is ok. anything shorter with nothing below it starts to get questionable. if youve got something layered under it, like maybe leggings or something, then it can be however short, doesnt really matter. im not an old woman either, only 21. i hated when classmates at school would wear those skirts that would barely cover their butt and id have to go up the stairs behind them. litterally could see everything. ick.
