I've heard it and seeing a friend of mine talking the other day waving his arms. I thought if his arms were tied, he couldn't talk. LOL.

I think you mean Sign Language, it's something when if you can'y hear, you use your arm and leg movement

gosh!, there is an actual name for this... I have caught myself doing this before.. my goodness.. I hope there is a cure for it as well.. but I will have to wait to find out what it is called before I can find the cure... LOL
