It doesn't cost you anything to get a legitimate agent. The cost comes in only when you get work and get paid, then they take a percentage. 20% is not uncommon. Any "agent" who asks for a fee up front is a scammer. There are legit agencies in most major cities. There are legit SAG and non-SAG affiliated agencies. Some cities have more non-union work than others, so it's not necessary to have a SAG card to get work.

Agents do not cost anything, but you are not ready for one or you would know the answers to your questions. Agents to not make actors out of inexperienced nobodies. People have to earn their way to an agent by experience and training. To get stated in acting, be in the school plays.
