Yes, if someone was born at 12:00am they would be a New Year's baby. 12:00, not 12:01 is the beginning of the new day. That's why we celebrate New Years at 12:00, not 12:01.

i think it would be extremely rare to have a baby born at exactly 12:00 a.m. but that would be considered january 1. 11:59:59 is considered new years eve. once it hits twelve that is new years day. and then would be considered a new years baby.

p.m. is noon. a.m. is midnight. Look it up if you think that I'm wrong. I seriously doubt any babies are born at exactly 12:00 a.m. and if they were the would claim it as 12:01.

Well if its dec 31 at 12 then its dec 31 not January 1. January 1st would be 12am or after.
