Yes you can. The arcade is the same as a xbox 360 premium just without hard drive. So if you fit a hard drive it will just become the same as the premium.(only with more memory as you are putting in 60gb and the premuim only has 20gb).

There is no such thing as a 60gig harddrive. You can only connect 20 or 120gigs from Microsoft. You can connect any harddrive to any type of console.

Yes you can swap out your current xbox hard drive with a 60GB version ! Just make sure you get a compatible hard drive ! If you know the one you have now, just google that brand in a 60GB version !
