Apply an ice cube to the putty so that it hardens up. Use a plastic spoon and scrape the putty towards the center (so as to not spread it out further). Scrape off as much as you can, re-ice if it softens up too much. When you have removed as much as you can get a white towel and white vinegar. Apply the vinegar to the towel and wipe the area, again wipe towards the center of the stain. The vinegar won't discolor the fabric but if it is a silk comforter do not use this method. The ice and the vinegar will leave a water stain on the silk.

If you are able to launder the comforter, you can take some liquid laundry detergent and put it directly on the putty. Then scrape and rub the detergent into the putty. The smooth edge of a tablespoon will not abrade the fabric. If the putty is dried, warming the putty with the detergent on it will soften the putty. Sitting a hot pan of water on top of it would do, or a hairdryer. If it is really badly encrusted, it might be worth a try to use jelly solvent type paint remover. Scrape it off after letting it sit until the putty is softened. Then launder. If there is a print, or any type of color, the paint remover will probably damage that, so the comforter could be ruined by paint remover, instead of saved. Paint remover is a last resort. Paint brush restorer will get encrusted paint and putty out better than anything else, but it has a bad, strong smell. Orange oil based cleaners will work very well, but be sure that they are actual orange oil (d-limonine) in high concentration and not just orange scent or "power of orange" imitations. The orange oil launders out well.

You could take it to the dry cleaners.
My wife says sometimes putting peanut butter on will loosen it if it's silly putty or play-do, and come to think of it I think vegetable oil might also work. Good luck
