This is not determined by age, it is determined by maturity.

We determine this by asking a series of questions about what you would do in case of an emergency. The answers the person gives determines if they are capable of being left alone.

There are other factors too... how long they are left alone, whether it is day or night, how far away the nearest help is, etc.

There isn't one, in either State.

In both States it's up to the parent - but if they leave a young child alone inappropriately they can be charged with child endangerment.
