It's called taxes (or federal deficit), - and we're all paying for it, - just like insurance.
You can either "pay" with military overseas, or you "pay" with an increased risk of a strike here.
Either way, - we citizens pay.

Well, do you mean actual counter terrorism activities (gathering intelligence, capturing/killing members of terror cells, disrupting the flow of their assets, and so on) or the "War on terror" (tm) which is used as a catchphrase for vast amounts of pork (such as for space weapons, just in case terrorists take over the former soviet union). or perhaps the neocon fantasy (which is an extension of that ideologies Trotskyite/communist roots) that democracy and freedom can be created in a nation externally by military force (hence the old chairman Mao saw about political power and the barrel of a gun - the two groups are cousins to one another - which led to the messy, rushed invasion of Iraq and poorly planned occupation.
The former is relatively small and on the back burner as far as the current administration goes. However, in either case, the budget which is in excess of governmental income (taxes) is financed by borrowing. Money that would otherwise have been invested in capital and business is instead put into treasury bills -which the government has to later pay back with future revenues. The more the government has to borrow, the higher a rate they have to offer to borrow the money to drain from the economy for their own needs. To the economy it's like taxes now, plus more later with interest.

Do you mean in Iraq? Or here in the U.S.?? The war in Iraq will be a debt to be paid by taxes by the middle class for generations to come. Anyone who thinks the wealthy are payingtheir fair share is mistaken. They are calling the shots and the average American is considered expendable. Any anyone who thinks the war in Iraq is justified, be sure to go to your nearest Army recruiter and sign up.
The war on terror in the U.S. is a tissue of scare tactics. The attack on the WTC and Pentagon were perpetrated by Israel Mussad and the CIA, to justify the invasion of Iraq.

Taxes.
It is a government function to keep its citizens safe from enemies, both foreign and domestic.
Libs may contribute against their will...but conservatives contribute all the actual lives. There aren't any bleeding hearts in the military.
