Neither, it is a goal to work towards. It's all about making the right decisions in life. Unfortunately there are to many of those who have chosen poorly.

If one wants housing then let them pursue it..that does not mean that the taxpayer has to cough up the money for it.

Each person is awarded with the fruits of their labor.

Someone that is capable of working and does not because they belong to a certain ethnic group and insist they be rewared becasue they are part of that ethnic group is nothing but a taker and swindler.

Housing is for those who work for it and if unable to work then proper housing shoud be provided.

If it's a right, then the government has to ensure that EVERYONE has it. No matter the cost.

Explain to me why I should bust my hump to have a better housing situation if the government will get me something along the lines of the military barracks I was used to in the military for free?

in one sense it is a right..in another, its not..it is not because the specific right to a decent housing is not specifically mentioned by law...but from the standpoint of the social contract, it is in a sense a right demandable by the people from their leaders..by the popular and sovereign grant of the power to govern, the leaders, in whose hands the reins and the resources of the government are, assume the duty of providing each and every citizen a decent living, consistent with the financial means of the government..

Housing is not a right. Each and every person should have to "earn" a roof over their heads through hard work. Any one who does not want to put in the effort should not expect the government to supply them with anything.

It should be a right for the working, and others like the disabled. It seems to me that in some places the prices for "decent" housing exclude most people and that just isn't right.
