..i don't know if that makes sense but i don't know how else to describe it. every book i read on any random page there's three dots, sometimes i've seen stars on the bottom or top of the page. what do they mean? ..if anything.

It is to indicate a break from one scene to the next. When a scene breaks in the middle of a page, you just get an extra space, but the space wouldn't be noticed in the switch from one page to the next.

Whenever you see an asterisk, or several asterisks on a page, there is usually information at the top or bottom of the page that tells you what the asterisks mean.

Not in every book (unless you're talking about the ellipses used among text), but there are some books where a page would otherwise be blank but a series of symbols appear. The meaning/use of the dots/stars you mentioned is best determined by the type of document you're reading. For example, if it is a book of poetry, the symbols could represent a feeling, thought or sound - or if the book is a novel or scholarly work, the symbols could represent transition to another topic or may simply be a copy/printing errr.

That is a scene break. It signifies that the book is changing to a different scene, point of view, or time within the chapter.
