I charged my card for 725 which I had 3K in the account per the ATM receipt and Online access. My card was declined in fromt of 35 people I was dining in the restaurant. That was my most embarassing moment.

You can sue anyone for anything you want. Your chances of success ? ZERO. It sounds like it was an error, but those happen every day. The fact that you were embarrassed is not sufficient grounds for any type of judgment against the bank involved.
