My automatic 95 cutlass all the sudden decided it didn't wanna shift gears. but I could do it manually. I've changed the filter and fluid but its got worse. now it mostly doesn't change even manually. but sometimes it'll be fine for a sec and when the gears shift the speedometer starts workin again.

Sounds to me like the vacuum modulator may be going out, or the gear drive on the spedometer shaft is slipping. Your speedometer is driven off the output shaft of the transmission, and the pcm uses that speed, engine vacuum, and engine load, to determine what gear to be in, and if your speedometer quits and it wont shift, i'd say that the speedometer gear (plastic on GM's i believe) is worn and slipping. Take it to a tranny shop, it'd be cheaper than a regular shop. Good luck
