I've had this problem before as well I had to contact Symantec Live Technical Support

What they told me to do:

This issue happens if the Symnatec Core LC service is not running properly.
First check the Symantec Core LC service.
1. Close the Norton programs, if it is open.
2. Please click on Start>Run.
3. Type: Services.msc and then click on OK.
4. In the Services window, please locate the Symantec Core LC service.
5. Check the status of the service.
6. Double click on the service and check whether the start-up type is set to Automatic.
If not Set it to Automatic.
7. Click on Stop to stop the service and then click on Start to start the service.
8. Click on OK.
If it's now showing started and automatic
9. Close the Services window.
10. Check the System date and time whether it is correct or not.(To check that, please double click on the time icon in you right bottom corner of your Desktop.)
11. Change your system date to four days back from the current date.
12. Click on Apply>Ok.
We will correct it later
13. Open your Norton program.
14. Click on Norton Internet Security and then click on Support.
15. Click on Activate your product.
16. Choose activate using a different product key and click on Next.
17. Provide the same product key that you have an click on Next.
Check the subscription status if it's ok reset your system time and date
This should fix the problem

If this does not fix the problem Download and run the Norton Removal Tool : http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039

then reinstall your Norton product, when it scans for viruses during the install do NOT skip the scan.

Did you remove the old Nortons from you PC with Add/Remove. If you really know Nortons you are left with over 375 fragments of Nortons glued to your registry, files/folders and subsystem that cause serious conflict with your system. (I know from being a beta tester for just about every antiviurs/antispyware software). You only think that you have removed. (Plus you don't want to know what I think about Nortons).

You can run Trend Micro House Calls, as it will scan your entire system from their server without any conflict with your existing antivirus. You have to download an active "X", that is 100% safe. Allow the entire scan to complete and then delete the virus/viruses or spyware found. Can take upto one hour depending on how many files/folders in your system. (Well worth the time).

Getting out all of the fragments of Nortons, is a living hell.

1) Go to start in your tray, open run and type in: c://program files. Click on browse, click on program files and look for Nortons or symantec. If you see the file delete it. If the file says being used by another file, or write protected, reboot and go back and delete the file. (Usually works the second time).

2) Now go to start, search and type in Symantec and let you PC scan your system for all related files and delete from top to bottom.

3) Now type in the search box, Nortons, let your PC scan for Nortons and delete from top to bottom all related files for Nortons. Reboot and go back and delete any that will not delete.

If you consider yourself an expert in computers, go to start run and type in: regedit and click on "OK", your registry willl open and then you open HKEY CURRENT USER, open and click on software. Look for Nortons, & Symantec and delete. If you are not sure of what you are doing I don't suggest that you delete any of your registry keys. Deleting the wrong key can cause you to have to reformat/reinstall your platform.

Remove all of Nortons and then reinstall if this is the antivirus that you really want in your system.

First remove the AV Software and all components that is related to it. Install a AV Software that can remove all the viruses or clean and quarantine it and also install a firewall. After your computer is clean or no more viruses, remove the used AV Software and return to your desired AV Software or just stick to that software that has just cleaned your computer.
