If baby is cold the first thing you need to do is warm him up. Don't layer on the clothes since he's already cold. Strip him down to a diaper and put him on your chest with a blanket tucked around both of you to retain heat. This way he gets your body heat to warm him up but you are not risking overheating him. Keep a close eye on him. Once he's warm you should be able to keep him at a comfortable temp. If it keeps dropping even after you've bundled him up with clothing and blankets he probably needs to go to the doctor.
Also a quick note. Unless he's a newborn baby's will tell you if they're uncomfortable. My son prefered to be a bit cooler then "normal" babies do and would scream if you bundled him up to keep him warm. My daughter is the exact opposite. As soon as she starts to get even a little cool she'll start whining until she's cuddled up with blanket and cap.

Temperature depends on the type of thermometer you use. Oral is accurate, under the arm...add a degree, rectal...subtract a degree. Many people's temperatures are now below 98.6. If you are concerned, consult your baby's doctor or call the ER and chat with them.

Is he a newborn? Is it an underarm reading, or anything other than a rectal?

Newborns are always colder, since they cannot regulate their body temperatures, thats why we always keep them layered and covered up. 2 degrees isnt a deal, average is only average, some people have cooler bodies. Iam always 96F instead of 98, always have been.

Unless its a rectal reading you always have to add a degree.

Put more clothes on him, keep him on your body, and he'll be fine. Unless his lips are blue, and he lethargic he's fine.

Put a hat and booties on your baby and put him on your naked chest. Skin to skin contact is best to warm him up. Put blankets over both of you until he's warm. Then dress him warmly. Don't just layer him if he has hypothermia, layers insulate but they won't add heat. Transfering your body heat will. Babies don't regulate their temps well, so keep him layered up, even inside. I kept a hat on my baby, even indoors, until he was a few months old. Once they start getting plump they stay warm a little easier. Good luck, and if his condition doesn't improve, take him to the doctor (but hold him against your chest during the drive)

My son is 2 weeks and when in the special care unit the nurse checked his temprature every few hours i asked them what was a normal temp and they told me 38-40 was normal and anything over 40 was a fever.
