Hello,
Yes these are males, they are harmless.
The female mosquito is the only one that bites, she needs the blood for laying eggs.
If you do not like these, they can be a pest. Just put up a bright light, they go to it and fry themselves. They are not real smart. You can even put a fly strip somewhere around the light and this too will ketch those buggers.

Don't keep standing water around your place. And do make your home inviting to praying mantis, dragonflies, lizards, and frogs: All of these critters eat mosquitoes.

Giant mosquitoes? Are you sure they are not dragon flies?
Dragon flies eat mosquitoes.
