First there is the "dangle", then the reward.
For example:
Smoke a pack of cigs a day for 30 short days and you will develop a genius IQ.

Propoganda that supports the biases I already hold doesn't tempt me to do anything. It just confirms existing beliefs. Propaganda that challenges my existing biases merely strengthens my opposition; and I don't think that I differ from most folks - of whatever political stripe or faith.
