Vehicles that do not travel on land are often called crafts, such as watercraft, sail craft, aircraft, hovercraft and spacecraft. If they transport people or other types of "shipment" then they would be considered a vehicle. It is still a vehicle, but a more specific type referred to by "craft." You are right in the first place. Your mom is somewhat right, but not as much. Vehicles can be classified in any area, whether it be land, air, or sea, it is still a vehicle.

motorcycles are vehicles. the rest are air / water craft and are not regulated by the BMV but by there own division of the DOT and follow there own set of laws. I.E if I violate maritime law or commit a runway incursion while I may stand before the same judge it won't effect my drivers license. if you go by the dictionary your right if you go by reality your mom is.

I think both of you are right. A vehicle is an object that you use to transport yourself from place to place. There are different kinds of vehicles. Your mom is just using the most specific term for a certain type of vehicle. Yes, an airplane can be referred to as an air craft, but it can also be referred to as a vehicle because it gets you from place to place. The same with a boat, helicopter, etc...
