I don't normally care for twin names beginning with the same letter/sound, but Scarlett and Sophia actually seem distinct enough to work. ;) And I actually like that both middles share the "grace" meaning, without being outwardly similar. Lovely!
Now personally, I might be tempted to find something slightly less common for Scarlett's sister, given the obvious discrepancy in usage (top ten versus barely top 300), but that's just me ... not wanting one girl to feel she had the "boring, common" name, or the other the "weird, unusual" one. ;) So I'd likely use a similar, but less expected name, such as Serafina or Saphira (sa-FEER-a), or even another classic option that happens to be slightly less common.

Very Cute!
I have to agree with the person who said 'Scarlett Alyssa' though. I think it is a little nicer than Anne but if anne is a family name or something then go with that.
Scarlett and Sophia are beautiful names!

I like Sophia Grace but Scarlett Anne is sticking. Sarah Anne if you want another S. Try buying a baby book off eBay they are inexpensive and are very useful for future pregnancies. Good Luck!!!!!!
