Probably not. You can have strong feelings for someone over the internet or telephone, but without having actually met someone face-to-face and gotten to know them in person as well as their mannerisms and behaviors, it is unlikely for you to actually be in love.
The internet allows you to craft your personality better than you can in real life, since you can almost always think about what you're saying before you say it.

Oh I believe so because there is more to love than physical attraction (although I don't knock THAT for anything!) - when love happens via phone and internet communication, we allow ourselves to love more of who the person is in terms of the heart and mind, than what he or she looks like.
Word of caution though: It is really easy for someone who communicates via the phone and internet to mask mental problems and why he or she might really be. I thought I knew everything about someone who for months professed to be my best friend in the world, who opened up to me about EVERYTHING and whose life was in constant turmoil. Only recently did I find out 98 percent of what this person said was either lies or pure fantasy.
So yeah I still think a person can fall in love without meeting in person, but be careful out there.

Yes. I love you. and some one hacked into the court system and put those convictions on my criminal record. I swear on my four exes graves, I didn't do any of those things. At least not while sober.

It does happen. After talking to a person pretty much all the time feelings start to develop between the two people as they're are forming a bond in the process while they are communicating as they are sharing life with one another.
