It can mean a lot of things. 1) If it was hard for them to say something, they'll put those at the end because they don't know what to say next. (example: "I cheated on you....") 2) To be continued later on. OR if it's obvious what the pattern is of something, someone will use "....". example: "A B C D E F G H I J K L...." 3) Just because they're bored. I do this too... ;) 4) To indicate pause or silence. 5) When there's an incompleted sentence. example: "I was at the park.....and then my brother and I saw this huge ice cream truck.....it was white.". It's not grammatically correct. But people online still do it anyways.
