I am sorry to bring this to yahoo questions but I have no idea what this word means...

I have heard it a few times but how is it supposed to be used...

pretty and beautiful. Just from looking at the word, it seems to me to be a combination or 'purty' (slang for pretty) and 'beautiful' (well, you know what that means). So, it would just be used as an adjective to describe someone who is extremely pretty or attractive.
