If it's what I think it is, try a fabric shop that carries bridal fabrics and such.

I'm thinking it's not too much different from horsehair braid; is that correct? If you mean the casing into which you slide the hoops on a petticoat, you might also try a shop that sells bridal fabrics.

I work in a costume department for a summer theater. One year, we didn't have anything to make the hoops for the underskirts for the hoopskirts. We used two sizes of hula hoops. That was fun.
