Toughest
AFC South - 3 teams made the playoffs, and the worst team, the Houston Texans finished 8-8, the first non losing season for the franchise
Weakest
NFC West - The Seahawks had an on and off season and looked pretty good, but the Rams could have been the most dissapointing team in the NFL besides the Bengals, and the 49ers were terrible as usual, and the Cardinals led by old Kurt Warner were also pretty bad

AFC South is the toughest and the NFC West is the weakest. Anyone of the NFC divisions could be listed as the weakest though.

AFC East by far the weakest- thus making the NE run less impressive,,, NFC South would be next.
AFC South and NFC East the two toughest... They both got 3 teams in the playoffs this year.
BTW,, Pats not in the AFC North.....
