Your rear shoes can be worn and/or the e-brake cable may need adjusted. Cables can rust and freeze up. If you're going in reverse the e-brakes don't work well at all because of the way they're designed.

Your brakes should still work, they just need to be pressed harder because the power assist is not working when the motor quits running. Emergency brakes that are never used will be rusted and out of adjustment when you try to use them for the first time. Why did the car die?
