Can a notary public fill out an I-9?

My brother-in-law was told that a notary can complete sections II and III. I am trying to tell him that only the employer is supposed to do that. It says so on the I-9 (Employment verification).

Notaries cannot fill out documents. Notaries authenicate your signature.

Notary public notarizes one's signature and fill out notary form attached to (or printed on) the document
