you should hold off cutting any plants till the frost in your area is over...the leaves and branches keep it from freezing...
the best thing you can do for all outdoor plants and lawns is to cover them with leaves for the winter it keeps them warm and they will continue to grow under them and by spring they have been fed all winter are ready to grow...thats how mother nature planned it

Shrubs? After they stop blooming or when it starts to get cold and they are wilty. It would help to know what type they are?
