Can you submit it any time during that day until 11:59 pm?

The schools I am applying to through Common App with a 1/1 deadline are:

Vassar College
Boston University
Boston College

yes you can but your school transcripts have to be there before january 1st , if you send them before then you apply at 11:59 you are secure but if you dont they will tell you sorry.....your application is not complete and all of that crap

Yes, but the CommonApp uses Eastern time, so it's Jan 1st 11:59 PM on Eastern time.

yes, but what about the time zones? Is it the same for the east coast and the west coast???

Yes; the deadline is usually the last second of the specified date.

January 1, 2007; then 11:59:59 PM deadline.

Note; some schools require that you turn in before their set time; like 11:45:00 PM. (These schools are rare)
