What is the best web-site where i can go and download movies without having to pay or be a member. Also that the movies i download will be able to be burned to a cd.

Well, you're basically asking for the best source to pirate movies and that's a loaded question. There are many places that you can download things for free- but you do so knowing that it probably isn't Kosher to do so. P2P networks like Limewire and Kazaa will get you there- but is it worth it?
My suggestion would be one of 2 things- get a Netflix membership so you can rent as often as you want and as long as you want, or buy pay per view movies and burn to DVD (or even subscribe to premium channels and use a DV-R to record them.) Keeps your collection a bit more honest.

you can get into torrents but i suggest being legal with what you download...
