How do you make a balloon face???

I also don't know which type of balloon faces you mean, but if you're wanting to simply turn a regular balloon into a head by giving them features and hair, you can just glue on cut-out shapes of colored paper, or any kind of thing for hair... the best type of glue to use in this situation is from a glue gun. But you don't want a *high-temp* glue gun, you want a *low-temp* glue gun (the glue sticks they use are usually the same). If the glue is too hot, it can pop the rubber balloon, but low temp won't. If you have only a high-temp glue gun, then just apply the glue to the object and wait a few seconds for it to cool down a bit before applying it to the balloon.
