Silicon seal the holes or seams where the water is getting in. To get the water out, use rubbing alcohol, swirl it around inside the lens and then pour it out and let it dry.

Headlamps are probably two piece Bulb insert not setted right? may silcone sealant may help clean all surfaces with Q-Tip and finger nail polish remover if dirty that means seal bad! take lamp cover off and replace... replace both headlite bulbs so they are same! Year etc. then adjust to right hieght, put mark at 19' on wal (Bottom) of beam should be right not shine in drivers eyes..

Take a small drill bit and drill you a small hole in the bottom of the headlight so that the water will drain right out of it.
