You want to attend college and you are asking if applications are binding ? Do you have a guidance counsellor at your school who can answer some of the easy questions? You may apply to as many schools as you want. the application can either be accepted or rejected by the school. There is no commitment until they agree and you agree at which time there will be a need to come up with cash.

Binding for what? They are an application to attend the school, not a legal contract between the person and the school. If you are offered admission to the school you still have the right to decline.
