With out the Phoenix enity Jean gray was a second rate powerplayer in the marvel universe.With the phoenix enity controling her body she was the most powerful mutant/being .

Probably, even with the condition that the Phoenix force possessed Marvel Girl, so technically it is not a mutant but some sort of cosmic entity.
I would put Scarlet Witch into the running due to her unpredictable reality altering powers.
Apocalypse is due a mention.

i dont think she is THE MOST powerful but she was definitely hard for most to handle even when put together
i dont remember that being said with in the comics and i dont follow the movies they went against a lot of the marvel comic X-Men with in their story lines

as in the Pheonix that was Jean Gray?.. Dark Pheonix was actually an alien life form that possessed a mutant.. so yes.
