NB Entropy is a state of disorder.
The entropy for steam is 189 JK^-1mol^-1
The entropy for water is 69.9JK^-1mol^-1
The entropy for ice is unquoted.!!!!
However, it should be noted that all entropy values are positive numbers
For all substances as they change physical state from solid to liquid to gas the entropy values increase, because the arrangement of the atoms becomes more disordered.

Steam will have the maximum entropy
Entropy is the measure of disorderness
Since in the form of steam water molecules will have maximum motion i.e. randomness So they will have maximum entropy
