It's very near the end of Stave Three (the Ghost of Chirstmas Present episode). Just before the Spirit disappears, he draws two ragged, thin children out from under his robe and says to Scrooge, "They are Man's. . . . . This boy is Ignorance. This girl is Want." The passage is too long to copy, but you can find the whole story here: http://www.literature.org/authors/dickens-charles/christmas-carol/

Ralphie: Oooh fuuudge! Ralphie as grownup: purely i did no longer say "Fudge." I suggested THE word, the great one, the queen-mom of grimy words, the "F-sprint-sprint-sprint" word! Mr. Parker: What did you're saying? Ralphie: Uh, um... Mr. Parker: it extremely is... what i presumed you suggested. Get in the automobile. circulate on! Ralphie as grownup: It strengthen into throughout - i strengthen into lifeless. What might or no longer it is? The guillotine? putting? The chair? The rack? The chinese language water torture? Hmmph. Mere newborn's play while in comparison with what unquestionably awaited me.

from Stave Three

Scrooge started back, appalled. Having them shown to him in this way, he tried to say they were fine children, but the words choked themselves, rather than be parties to a lie of such enormous magnitude.

"Spirit, are they yours?" Scrooge could say no more.

"They are Man's," said the Spirit, looking down upon them. "And they cling to me, appealing from their fathers. This boy is Ignorance. This girl is Want. Beware them both, and all of their degree, but most of all beware this boy, for on his brow I see that written which is Doom, unless the writing be erased. Deny it!" cried the Spirit, stretching out its hand towards the city. "Slander those who tell it ye. Admit it for your factious purposes, and make it worse. And abide the end."
