My social security card is old, worn out, and I think there's a coffee stain on it. Is it possible to get a new one and then get it laminated to protect it from the elements? If so, where do I do this, and how much would it cost?

Sure, the process is easy. Call SS and they will mail you the form.

Take your old one to the closest social security office. They'll replace it---free.
You will need a photo ID.
Check the blue pages under fed govt for the location nearest to you.
