Should the entire dash pad come off or can the instrument cluster face pop out?

Also, where is the second fuse block?

Mister T - gave you a good answer - gm has ove 50 models each year - and each year something is different - Some times you have to take the cover off on the drivers side to get to the bottom screws and sometimes you will find screws hidden in the drivers side vent and the center vent and some times you also need to take the glove box out so that you can get to the screws - and other times depending on the make and model you can just pop off the front cover. good luck
