In most cases a warrant will be entered into the National Criminal Information System, and will pop up when your license is run from any State in the Union.

So if you run a red light in a State on the other side of the country, expect to be picked up and taken to jail, and held (for up to 90 days) while the State that issued the warrant makes up its mind whether to come get you.

Depending on the warrant and the officer involved. They will remind you that you have a warrant and tell you to take care of it. If the officer wants t be an azz, then he will take you away.

it is a warrent issued by a judge, for your arrest, and it follows you where ever you go, to any state.
