its been awhile since theres been one of these. it Can be anyone, from any age, weather comics, cartoons, movies, anything. my vote goes to A.M.A.Z.O. From the justice league unlimited show. He beat up everyone in like a second, and he removed oa in a blink of an eye.

Spidertiger is right. God is most powerful. However, God has never appeared as a character in DC comics. Even in the old days (I'm talking 1940's) when Spectre would regularly ask God for advice on how to solve a mystery, disembodied word ballons were tastefully employed.
However, there are loads of other massively powerful characters. Amazo is powerful, and I think we have never yet seen what the Parasite could do if he managed to get into a
Justice League meeting.
There were some one shots. There was an old (1970's) JLA villain called Libra, who had a machine he could use to 'balance' things, and he used it to absorb half the powers of each of the Justice League members. He defeated them easily and would have killed them all, except that he got the bright idea of trying to absorb half of the Milky Way galaxy.
He grew enormous, and he didn't kill them because as his mind kept expanding, he kept coming up with newer and better ideas for killing them before he could put one into action. Eventually, he grew so large he just dissipated. (Kind of like what I think would happen to Galactus if he tried to eat an entire galaxy at once.)
Now, you might wonder, since the JLA members had lost half their powers, how did they get them back? Your old buddy Amazo. They programmed him to chase them while he absorbed their powers from out space, then the secret timer they installed in him was supposed to shut him off again so they could use Libra's machine to get their powers back. Didn't quite work the way they expected, Amazo tried a double cross, but the Red Tornado came through to save their hides.
My personal favorite for the most powerful DC character ever is the Composite Superman. He was Joe Meach, a nobody who was insanely jealous of Superman and Batman. As a night custodian at the Superman Museum, he was cleaning some statues of the Legion of Super Heroes. When lightning struck, powers transferred into him, and he realized that the duplication process which made the statues also duplicated their powers without them knowing it.
He had ALL the powers of the Entire Legion of Super Heros.
He could transmute elements, stretch, turn invisible, read minds, had a computer brain, change his appearance, could throw lightning, had magnetic power, heat vision, was invulnerable, could walk through walls, shrink to tiny size, grow to enormous size, was incredible fast and agile, knew karate, could see through everything (including lead) and was as strong as Superboy, Mon El and Ultra Boy put together!
If his powers hadn't worn off, he would have killed Superman and Batman. He was the first villan to ever defeat them so thoroughly they were humiliated.
That's the kind of power I'd like to have. (Except, I'd be a good guy.)
Anyhow, I hope you enjoyed hearing about these massively overpowered characters.

This is debatable for many reasons, considering the most powerful superheroes all have vulnerabilities that other superheroes may use. For example, Batman carries around kryptonite- Superman's weakness.
If I were to list a top three, it would be Spectre, Raven, and Superman.

Ok. Let's use logic.
The Spectre is very powerful indeed. But a character in DC comics gave The Spectre his ability, the Spectre works as an agent for this more powerful character.
That character is God. In the DC universe there is an almighty God. He is the most powerful character.
